A liquid lets you take a shade down to the chroma your season actually wants. That is the difference between a Soft Summer wearing a mauve and a Soft Summer wearing her mauve.
The catch is that "cool-toned liquid eyeshadow" is not one product. Cool covers six seasons that disagree with each other about depth and saturation. An electric blue that scores 95% for Bright Winter scores 22% for Light Summer. Both people have cool undertones. Only one of them should own that shade.
We scored every liquid eyeshadow in the catalog that had both a verified hex value and a purchase link — 84 formulas. 33 earned a YAY for at least one cool season. Below is what passed, and why.

The terms, defined
A pigmented shadow suspended in a fluid base, applied with a doe-foot or brush and set as it dries. It differs from a cream shadow in that it self-levels and cannot be buffed once set, so the color you see wet is close to the color you keep.
A skin undertone with a blue, pink or grey cast rather than a yellow or golden one. In the 12-season system it narrows you to six seasons: Light, True and Soft Summer, and Bright, True and Deep Winter.
How saturated a color is — how far it sits from grey. It is the axis that separates Soft Summer from Bright Winter, both of which are cool. Matching chroma matters as much as matching undertone, and it is the step most shade advice skips.
TruHue’s three verdicts, set by the v3.12 scoring engine. YAY is 70% or above, OKAY is 35 to 69%, NAY is below 35%. The percentage is a color-distance score between the product’s measured hex and the season’s palette, not an opinion.
Why the shade name is useless here
Two liquid shadows in this catalog are both fairly called brown. MAC Tailor Grey measures #977c6b and scores 90% for Soft Summer. MAC Uncorked measures #754b33 and scores 8% for Light Summer and 26% for True Winter. They are separated by undertone, not by name, and no packaging copy will tell you which one you are holding.
This is the whole reason TruHue scores from the hex rather than the label. Across the catalog we found 41 genuinely different colors sold under the word "taupe". Liquid eyeshadow is worse than average for this, because the wet color and the dry color differ and brands name for the wet one.

Soft Summer is the most muted of the twelve. Chroma is your limiter, not depth. A liquid shadow with any clarity to it will look like it was applied by someone else; you want pewter, sage-grey and greyed lilac — colors that already look a little dusty before they hit your lid.
